Both have the advantage of not looking through the atmosphere. The orbital type telescope can be fairly simple since it gets to operate in zero G. Just get it in the right orbit, open up the solar panels and you're in business.

A moon scope would require a lot more fuel initially. It would have a lot more complexity since it would have to soft-land on the moon and operate in gravity. Also, as we saw with Hubble, it's handy to be able to fly up in the shuttle and work on it. The moon makes that more difficult since I don't think we're planning on going back anytime soon. Once there's a moon base...
