I am trying to change residence halls for the upcoming year, but in order to do that the residence life department wants to know why. What could be some possible valid reasons for wanting to switch besides me just not liking the hall that I'm in now?

The hall you are in is known to be particularly rowdy, and you are worried about getting any studying done.

You have a disability which makes it impossible for you to handle the stairs or the configuration of the rooms in the hall you are currently assigned to, or keeps you from being able to walk the distance from the dorm to the classrooms.

You have a documented allergy to some material present in the dorm you are now in (carpets, for example), which isn't present in the other dorm.

You were assigned to a residence hall based upon erroneous information; for example, they think that you are male when you are really female, or you were put into a freshman dorm when you are, in fact, a senior.

You could ask to be moved because you want to be closer to another building on campus or because you have severe moral issues with your roommate. If you aren't able to move before school starts and you still hate your room when you get there, just claim that you hate your roommate and that your beliefs are opposite of each other. They will most likely be able to switch you. Good luck!
