Everyone lies.... some more than others....
That said, I do believe we are all capable of giving love... though it is hard to love a lier....

I'd say a man of integrity is more likely to love than a man who lacks integrity.
Does this man morally committed to telling the truth?
Does this man make a habit of lying occasionally? If so what kind of lies (lies for self-benefit, lies out of a "good motive", etc.)? Whom does he lie to and whom does he devote honesty and show integrity to (he constantly lies to his spouse, he fibs that he has to work late a neighbour who keeps bothering him, someone with a axe asking where his daughter is)?
I think if the man shows integrity and compassion and has some strong moral commitments - even if he lies (this depends on whom he lies, why he lies, how he lies, how often) he could love strongly. If he is a man who lies out of self-interest and to whomever he pleases, I'd say yes he could "love" but only to a certain extent because he may have their welfare on mind but he would selfishly give more weight to his own welfare and his own interests.
