As far as I have seen - every single country other than the US.
I would question the 100% healthy claim but they are the best beyond doubt.
Why does the US keep up this senseless embargo?

Legally in almost any country on Earth except the USA.
You can buy them on the black market in the USA but there are lots of counterfeits so you better know your stuff.
Strange bit of information you've got there on the healthful qualities of tobacco.

um... they're illegal in the us you can get them from certain islands in the carribean, but you can only have them there or in international waters... once you're back in the us customs search you for illeagal things and will take them. we went on a cruise and it happened to my uncle. this is due to a trading embargo stopping us from trading with cuba.. the only way they are legal is if they are here pre embargo and then they are rare and expensive.. and as for the healthier aspect... you're putting pollution into your body that is NOT healthy..
