I dont know what router you are using so I cant give you step by step instructions, but ill give you examples using my router.

After logging into my router I would select the advanced Tab and select Filters.

From there I can block URL's or Domains. This is usefull to keep people off of certain sites. I can also select MAC Filter and restrict the time of day a certain computer can access the internet. For example I can input a computers MAC address and only allow that computer to access the internet between 5pm and 10pm Monday to Thursday and 7am to 11pm Friday and Saturday and 7am to 10pm on Sunday, which I do for my daughter.

As for the legal liability, it will fall on you, as the owner of the Broadband line and your room mate since it will be traced back to his hard drive.

Hope that helps....

What I did to my son was restrict him through the router. I locked the modem and router inside of an old computer and restricted the access both in bandwidth and time of day he can use the computer.
You could also setup a proxy server and do the same thing but also you could filter what sites could be accessed.

Why are you allowing this person to network with you? Take him off, change your security arrangements & tell him to get his own connection. If it's your connection you are responsible for anything done over it.

You are liable for any legal consequences on your own connection. Tell him to get his own connection.
