You are confusing terminology. Google applies a Page rank to a web page as an indication of authority based on age of page, number of links to page, authority of links to page etc. Position in search results listing based on a particular keyword or phrase is page position. My website has such a tool that when you enter the url and then the keyword or phrase, will tell you the position on Google search results only the top 100 though. As has been mentioned location is a factor on results however I have tried my keywords from various places around the world and have had similar results. Just type in "local business seo halifax" into Google search and you will find my site on page 1 position 1, 2, 3 and 4 there are a total of six listings out of ten on page 1. Also go to the Useful Business Information page and there is another tool that provides Google, Bing and other search engine position results.
