This is a good question. I think it is about rights and privileges but it is also about responsibility and participation in the actions and direction that your country is taking. Citizenship is a two way relationship between the individual and the society you live in.

Being a citizen means that you PAY TAXES!
And you get car insurance.

means you (should) have rights than non-citizens have

even if you dont do anything (like vote) you dont loose them
