When there is a city right in the middle of two different time zones, how do they know what time zone they are in?

Time zones are primarily planned so as not to go through populated areas. In places where it's unavoidable, it's been my experience that the residents generally unofficially adopt one time zone or the other so the city stays in sync.

Even though Florida has two time zones i am sure cities or counties in between go with either one or the other.

In the US, the state typically determines which time zone it is in regardless of the city's situation.

Time zone boundaries are sometimes moved great distances to follow national, State, or Province boundaries.

I know that one place in Australia is on the half hour mark. So basically when the rest of the country is say 10 it is 10:30

I use Zulu Time.
