does any one know the name of the organization that sponsors the abstinance program in texas?

In calallen, (around corpus christi) there is a billboard that says "Abstinance builds good character" and on the other side, it says "Teen pregnancy is no accident" does anyone know who sponsors those billboards? i think it said something about community at the bottom. please help
