If you wear size 7 pants, size 7 skirts should fit, as well as size 7 shorts/capris.
Tops and dresses size should go by bust size. If hips are more than 3 inches larger then bust, go up a size for a dress.
Check size charts before you buy anything online; and try clothes on in the store.

Try a knee lenght A-line skirt. I'm a 6-7 and they fit the cutest.
