I work in an office environment and one of my best friends was given a notice that her shirt must cover her entire chest. There was even an office notice that was sent out warning the women here about the dress code. Yet there are 3 women here that are large and you can always see there cleavage and still nothing is done.

Office policy must LEGALLY apply to all people in the office. So, quietly, speak to your supervisor about equal application of the rule. Be mature about your comments, then leave the rest to your boss. If you don't see results within 6 months, speak to your boss' boss.

Harrassment issues. It may depend on the specifics. Larger women may have larger breasts. If the thin girl can have, say, two inches of flesh sowing below her collar-bone and the fat woman still shows cleavage then it does become a weight issue and subject to possible harrasment suits.

It's, basically, a rule that can't be enforced without opening the company up to even more politically sensitive issues. That said your friend might well have a case for weight discrimination.

May be it's because thin women have to show more uncovered skin to show cleavage than bigger breasted women.

A big breasted women may only show less than say 25% while a thin person shows as much as 50% or more uncovered.

Could it be the cleavage or the breasts we are talking about?
while it may seem like we are talking about the same thing there is a bit of difference isn't there?

My guess is that someone took things to an extreme and now her "taste" level isn't being trusted. The management obviously feels that she can't handle subtlety and needs to have clear boundaries in the area of dress. The larger women apparently are dressing with more of an understanding of what is appropriate and what is not and don't need clear delineation.

It's like facial hair on men. With no rules some men will come to work with well-trimmed mustaches and beards. No problem. Others will sport ZZ Top beards, looking like something out of a hill-billy nightmare. Management would tell them to shave as apparently, they just don't GET IT. I've encountered this many times in professional offices. It is much easier for a manager to say to an offender "no cleavage" than to try to explain the difference between showing some tasteful cleavage and looking like a tramp. It's the difference between showing a hint of lacy bra and exposing your thong to the world.

Erm I don't know any thin women with clevage so maybe they are using chicken fillets and getting them out for attention? I think a lot of bigger women find it hard to find clothes that cover all of the bust, I can't imagine they are getting it ALL out?!

No one should have to see explicit body parts in the office no matter what the womans size.

Thin women you can't normally see cleavage. I do not know I used to have this problem too and I had nothing to show even. Compared to some people I thought I was pretty conservative too.

I hate to play to stereotypes, but maybe the fact that the skinny girl is distracting guys with her cleavage plays a role in that problem. Since most guys don't like large women, it may not be a problem for them to show a little.

i think perhaps management feels they cannot ask the larger women to cover up more because they are concerned the women may feel insulted or turn the issue away from proper office attire and toward management targeting them for being over weight. We live in a litigious society and i bet there is a precedent for this

maybe all the women are wearing the same length shirt that covers the chest, but the big breast women have larger breast and still shows a little clevage. And the women with little breast don't have enough breast to show.
Orr... maybe because they only like big boobies :D lol jk

Perhaps these women just choose to ignore the dress code.
If this bothers you to a great level, then I suggest you, or perhaps you bestfriend, I think it would be better for the friend so you don't come off as... something, speak to each of these women privatley and remind them of the dress code, telling them a few people in the office do not think it is proffesional to wear their clothes the way they do.
No offence, but in my opinion, you sound kind of... sexist... no, weightist, if that is even a word...
