Great answer "Hairy Cookie": While it's true Minets's testimony does not, in itself, prove Cheney was repeating stand down orders, It is supportive, since not a shot was fired from the Pentagon, one of the worlds most protected buildings.
Thanks for the Video link, but I was unable to find your supporting evidence; interesting stuff though.

it was the only way too cook up war fever, it worked. cheney should be put on trial by American society for the charge of treason, or perhaps a few rounds in the international war crimes courts in Hague.
these people don't care about you and I, unless its voting day. if you think for a moment they care about you or your family, then you have swallowed the propaganda, and they have done their job.

No. Cheney actually gave order to go after hijacked planes after WTC1,2 & Pentagon were hit. After the attack Cheney gave orders to shoot down any other hijack planes if they appear to be headed for more suicide mission to protect civilians on the ground. Cheney was in contact with Rumsfeld and the president.
From stuff I read online Mineta never confirms Cheney gave 'stand down order'. He simply says he wasn't sure if there were orders to shoot down hijacked planes at that time. I don't know how that can be used to support argument that Cheney gave 'stand down order.'
Mineta obviously didn't have clear line of communication with Cheney during the attack and I don't know how that allow him to know what orders Cheney gave.
But watch opening clip(ONE) from PBS:Frontline. There is clear transcript where Cheney gives orders to shoot down hijacked planes. Not stand down order.
