You cannot upgrade usb 1.1 ports to 2.0. You can buy an expansion card to add 2.0 ports to your laptop though.

You would have to send it into Dell to see if they could install a new USB chip in it. However, chances are that it is embedded into the motherboard, so I doubt it is going to happen.
