You can't. The reason background checks cost money is because someone is doing the research for you, which requires cash.
Most legal records are public information, to include unsealed criminal records. However, everywhere in the U.S. (courts, city halls, county records rooms) require a fee to be paid for the procurement of said records..because they have to dig to get to them sometimes, and have paid staff on hand just to deal with these inquiries.
You won't find the information you're looking for without paying for it. It's usually only 10.00-20.00 per record, which is cheaper than paying someone to do this for you. But you have to figure out on your own where to go and how to find said records.
It's up to you but either way, you'll have to pay.
