Welfare means "doing well in respect to good fortune, happiness, or well-being", as in "looking out for your own welfare." But, today, it mainly refers to money, clothing, food, medical care/medicines, housing, etc. for those in need or who cannot afford to buy it on their own (like, if they have no job, or their wages are not very high compared to someone else's), and these items are given out to them by an organization or agency (such as Human Services) .
