It can come from rain or melting snow or runoff from street drains or leakage from sewer pipes or a stream overflowing. The water filters down through cracks in the rocks or through porous earth like sand or through gaps when the edges of layers of rock are tilted,.

Many things. Could be roots from the trees filled with water. most likley water or snow sseeping through.

You have two scenarios - you have a boat with water floating in a tank. Assuming the density of the water in the boat and tank is same and the anchor is submerged in the water filled boat - The boat will rise as it unloads the anchor relative to the tank. And as anchor is lifted out of the boat the water level in the boat will dip because it displaces the volume that was previously taken up by the Anchor.
