Venus for sure. Inner planets are closer to each other then as it goes it gets farther and farther.

It depends on when you ask the question.

The average distance from the Earth to the Sun is defined as 1 AU (astronomical unit). Venus averages 0.7 AU from the Sun, while Mars averages 1.5 AU.

If Mercury, Venus, and Earth were all on the same side of the solar system, it's clear that Venus would be closer to Earth. However, if Venus were on the opposite side from Mars and Earth, Mars would be closer.

Technically Venus I guess. But you have to remember all of the planets are moving around the sun and there orbits are not circular As compared to say using the sun as a center point... So at different times the distances will be very different.

Its not an intuitive answer, the numbers are pretty close.

When we are closest to the sun (.983 AU) and Venus is furthest (.728 AU) we are only .255 AU apart (assuming we're on the same side of the sun).
When we are furthest from the sun (1.01 AU) and Mars is closest (1.38 AU) we are .37 AU apart (again, assuming we're on the same side of the sun).

So it appears to be Venus by a nose.
