Do all Turtles have Semenilla or do they have to catch it to have it? And what is the best way to dispose of the dirty water in a turtles tank but you dont know if it has Saminilla and your dont want to infect another animal (dog)? And can Saminilla stay on a concrete surface like it can a kitchen table?

Salmonella can be gotten from almost any reptile,such as turtles and the ever popular iguana.Also,you can get it from undercooked eggs...so..it is a popular bacteria that surrounds us,and only sanitizing yourhands and surroundings can prevent this from spreading.I don't think ALL animals carry it,but your tank can be safely rinsed in your own bathtub,because you need to clean the tank with at least hot water.Hot water is usually not available from your hose.And as far as it living on concrete,I'm sure it would "stay alive" as long for a period of time.Your bathtub will usually get srubbed by you anyways,so use your tub.

I am not sure if "All" turtles have this but I know that here in NY where I live, they can't be sold if they are under 3 inches in diameter. This is to prevent small children from placing them in their mouths where they could get sick.
You could type your question in to a google search and find out a lot more. I would do that.
As far as disposing of water. You can dump it down the toilet, or down a storm drain in the street if you are worried about exposure. As far as surfaces, I would believe that it could infect any surface it gets onto. I would clean concrete
with bleach water and a good detergent if it has been exposed.

I have 2 turtles. I have heard all turtles have saminella, and have been told to wash my hands before and afte handling. I don't know if it can stay on surfaces or anything but I let my turtles crawl around and have for almost ever and have 4 dogs in the house none of the dogs or my family has gotten sick from it, of course I just let them on the floors. I clean my turtles tank in the sink, after I clean it I bleach the sink.
