How do you level up quickly. Right now im level 12 mesmer?monk and the quest offered to me involve dealing with monsters that are level 15 most of the time i die. How cani become stronger. Also im in istan, where is the best place to get strong shields and armor?

Do the quests, and missions. Nightfall and Factions are very easy to lvl up in quickly if you just follow the story line. I'd be happy to help if I knew where to find you, I'm on at least once a day. Wait until you get to the consulate docks, it will be max armor there. That's the last mission before you reach the mainland and you can usually find a run there, I can actually take you for free if you wished. My character name is Megan Oryan, look me up, I'll probably be there.

Well, I dont own "Nightfall", but I do occasionally play GuildWars. The best way to level up, is to join a party... or lots of parties, one right after the other. A balanced group works well, with at least one healer, and a 'tank'.
The critters get harder to kill, the more members there are in a party, so even an area that you could take solo, will be more challenging with a large group.
