is there a way to catch milotic in pokemon pearl?

First go to Mt. Coronet and surf in all of the spots in the bodies of water and use a super rod in each spot which you get in the Fight area after you have beaten the elite 4. Feebas is only in 4 spots each day and it changes every day. So if you don't have any luck on the first day try again the next day. And Feebas Evolves to Milotic when it reaches maximum beauty and levels up so feed it lots of poffins that raises it's beauty. Hope this helps:)

You can only catch Feebas. Feebas can be found in the waters of Mt Coronet. He/She will be in 4 random spots. The spots change everyday. You have to fish with a Super Rod.

Not directly. You must catch a Feebas and max out it's beauty with Poffins. Or, you can trade for one at the GTS but it will probably be hard to get it of the GTS.
