The pulsing is called "surging" and it is caused by a problem with the governor - usually a weak govenor spring. If the governor is not working, it can cause the engine to stall, especially under load.

is the engine on a mower? The first thing to check is the air filter if it is clogged the engine would be running rich and cause the spark plug to foul in very short order. Clean & re-oil the foam filter with 1TBSP clean engine oil. use dish soap like dawn to clean it or replace it. Dry it with paper towel before you put the oil in it then squeeze the filter to distribute the oil throughout the foam. The other problem could be a worn diaphram this would require replacement by a tech or someone who can read an follow insturctions very well. Manuals are available for this engine.

Yes check the air cleaner but more likely the bowl more so the needle valve is stuck you burn the bowl of gas then have to wait for the float to go down and refill Add some gumout to the gas and be patient, or remove the bowl (one screw underneath) and clean the needle valve

First........clean the air breather..........most times the engine doesnt get enough air when it begins to choke out. Remove the filter then clean it.
