Does this effect incoming drivers turning 16?

I have heard about that law. I wasn't sure when it was going to pass (or if it was). If it is, there are going to be some serious consequences... many college students will be not only starting life away from home for the first time, but will also have the brand new responsibility of driving, without parents there to help them. Also, many college students aren't 18 yet! So they are not allowed to drive home to see their families?! There are also many 16 and 17 year olds with jobs... in the future they will have to take public transportation? What a hassle... I disagree with this law. I think we should start taking the old people who can't see over the wheel off the road. I work at Taco Bell for a summer job... In the last month, I've had to WAKE UP 3 old people who have fallen asleep at the drive through! Take away their driving privileges first!

YES. That is also a law for the 3 counties that compromise Atlanta, GA. It just means that those who are not 18 cannot drive in certain areas, like in Los Angeles.
