Its a cultural thing. North Americans (esp the US) are not as mindful about their consumption habits. In places like TX, the size of your car is very important, the bigger the better. A huge car is almost like a status symbol. Kind of like the hierarchy of brands elsewhere--like BMWs vs Mercedes. Also, gas is ridiculously expensive in the EU.

European roads have a history that goes back thousands of years. The people would generally only travel short distances by foot or longer distances if droving livestock to market.
The Romans built proper roads to move soldiers around the empire.
In England, Roman roads still feature as main routes, but off the beaten track, other roads are related to the Drovers roads and tracks that just developed into roadways.
This is reflected in towns and cities accross europe. Only recently, since WW2, have inter-city motorways been built.
In the US, on the other hand, the road network grew-up with the car. As distances are much greater and the restraints of ancient tracks removed, larger more powerful cars would be better suited.

There roads are smaller and they are smarter than us. Here we have one person in a larger 6.0 V8 SUV that ways 6000lbs. that gets 12mpg. Over there they have two people in a 2800lbs car with a 2.0 4 cylinder diesel that gets 50mpg. Simple ideology, we can drive whatever we want since we know that fuel prices alone can't stop are purchasing decisions.

American president did not go along with the Kyoto Accord limiting green house gas emissions. We would of had to kill all of our beef cattle and dairy cows to because they emit methane gas. When you bite into a sausage hot dog think American Beef. Our large SUV's AND my 6.0 liter Pontiac GTO would be banned from ever driving. In UK people take pride in how few grams per mile carbon dioxide and carbon monoxide are produced. Small island nation vs 2,500 miles coast to coast. 1,800 miles Mexico to Canada that is vast ranges. Imagine driving a 1.4 liter 60 horsepower diesel car over the rockey mountains. From San Fransiscio California to Miami Beach Florida over 3,000 miles. In a car where you have to get outside to change your mind!
