I have my betta in a tank with 7 neon tetras, 3 corydora catfish, and a pleco. Everyone gets a lot fine and there is no problems. I did have an angel fish but he chased my betta and nipped his fins which gave him fin rot(I have treated my tank for fin rot and I'm hoping it worked). My betta normally swims around and but today I noticed he will go to the bottom and sit on the bottom next to the plants. Is this normal betta behavior? they get fed everyday, my water is the right temperature, and nothing has changed. I checked my PH an Amonia levels yesterday and everything is normal. The only thing that hasn't been done is my 25% water change which is normally done on sundays. Does anyone have any ideas or thoughts? thanks!

First, it is normal for a betta to rest on the bottom a bit from time to time. As long as he gets up and swims some too, it's ok.

If he refuses to get up unless disturbed, you are most likely seeing the effects of the fin rot treatment. Many of these treatments will lower the oxygen levels in the tank and an additional air stone may be needed.
