For the specific date, I'd lean to England. France was very weak at this time. The King didn't control much of the country, and that was even more true in Spain, where there were numerous competing kingdoms, some Muslim. It certainly wasn't Byzantium, which never recovered from the sacking of Constantinople in 1204. The Holy Roman Empire was also going through a rough period at the specified time.

So I would lean to England, currently under a strong King (Edward I, 1272 - 1307) who successfully won for the English crown permanent control over Wales and also control over Scotland, although that was lost by his far less capable son, Edward II. Edward also held extensive estates in France and Spain through his own inheritance and his marriage to Eleanor of Castile.

I say the Holy Roman Empire for these reasons.

#1 Spain is basically a barren plateau. A majority of their historical wealth came from American gold post 1492. This is prior to that time so they are relatively poor.

#2 France & England had sent several armies into the Crusades in the previous 2 centuries. Neither had many colonies, so both were relatively poor as well.

#3 The richest entity was the Catholic Church (i.e. the Papal States). But. that isn't a choice so I got to go with Holy Roman Empire just because it is the largest of the 4 choices and had less to do with the Crusades than France or England.

I would say England. Spain and France were not yet united. The wealthiest may not have been a monarchy at all but a dukedom. The Duke of Burgundy was very welathy and powerful. Or maybe one of the Italian city states like Venice or Florence or Milan. Or maybe the Pope.
