i was scheduled to work from 5-9 and I had nothing to do so I called in to ask the manager if i could just come in an hour early. He just told me to take the day off. i mean I only work an average of 5 hours a week.. Im trying to make money and he keeps telling me to "take the day off" .... can he do that... ?

Unless you had an employment agreement which guarantees you a certain number of hours (few do), he can. This sounds like the tiype of job in which they are happy to not have you work if they don't need you, but will screw you up when they want you to work but you don't (like on the holidays).

however, I'd talk to the manager about your hours. Tell him that when you were hired you expected to work the schedule, and you need the hours.He may jst say 'that's the way it is" but he also migh suggest different days or hours to work where he can guarantee you the hours, such as weekends.

If he can't help you, and you need the hours, you should start looking for other employment.

Unfortunately he can. I'd be looking for a new job if I had a manager like that.

boss didn't want to pay you the extra hour time. look for another job.
