the social contract is something you have no choice but to follow.

the role of the juvenile justice system is not to punish. it is to reform. that is why MANY juveniles are given more opportunities to redeem themselves before being placed in a detention center.

If a minor signs a contract, and decides to void by it, they forfeit any rights they had under the contract. (Contrary to popular belief, a minor CAN enter into a contract, they just retain the right to void the contract at will.) "Public rules" are not a contract between the minor individually and another party. As such, they cannot be voided in the same manner as a contract.

Because if we didn't have "public rules" apply to minors, there would be no way to instill values in our children. There's a big difference between knowing the difference between right and wrong and being expected to have the means to comply with contractual obligations.

Although, you make an astute observation that the term "minor" has different applications. To be tried in a criminal court of law as an adult, the prosecution basically has to establish that you had the sense of right and wrong and that your actions were of such a heinous nature that they warranted trial as an adult; to buy cigarettes, 18, to buy alcohol or firearms, 21; to join the military without parental consent 18; to vote 18; to rent a car from Hertz, 25.

What does one have to do with the other?
The public rules are determined by the public.
Contracts are entered into by individuals and one would have to be a fool to enter into a contract with a minor.

So because they cannot sign a contract, they get a pass on breaking rules?

Rules like what, rape, murder, theft?

Are you kidding, children do not learn right from wrong solely by being told what is right and wrong.

Unless you want teenagers to go nuts, you should apply some logic to your question.

My guess is that when a child enrolls in school or church or any institution that has rules the parents sign a form which acknowledges the 'punishments' the child will receive. ie your parent has legal control over your punishment.
