They may be willing to do that for you. You'll have to ask.

Many financial institutions can also arrange to have the card delivered to your local branch where you can pick it up at your convenience. They'll either call you or send you a letter when it's ready to pick it up. My credit union offers this option and I use it myself.

You could also ask them to send it to you Certified Mail, Deliver to Addressee Only. That will require you to pick it up at the post office and provide ID that matches the name on the letter.

Also, most debit cards must be activated before they can be used. You either call a toll-free number and provide private information that only you should know or you use it in an ATM for a small withdrawal or a balance inquiry. The PIN code for the card will be sent under separate cover in a plain envelope so even if the other party intercepts the card they probably won't intercept the letter with the PIN code in it and therefore shouldn't be able to activate the card.

Since you say debit card, that means a checking account? Can you open a savings account right now, and transfer the money in to the savings? That way you cut down the vulnerability, and still only you can access the extra money, that you can move back-and-forth between savings and checking.

You need to activate your card, unless the person you don't trust knows all your personal info (SSN and birth date) then they shouldn't be able to activate the card.
