Rudy had a huge responsibility with 9/11 and was forced to lead. For the most part he did a good job considering he was dead on the vine before the big day.

Hillary has not had that degree of intense responsibility put upon her all at once. She has had a leadership roll as First Lady, but not 9/11 intensity.

If I had to pick between the two as to had the most leadership experience it would fall back on Hillary. Overall and consistently she would do a better job--most personal views aside.

Rudy has led in an executive branch position, while with Hillary Republicans are convinced that she was really the one in control during the 8 years her husband was in office, so I guess they have the same amount, but Rudy was actually elected to his position (as mayor) Hillary did what she felt a first lady should do (and did it well, in most cases) There is a difference in the job a Executive and Legislator does. So experience wise, the edge goes to Rudy (but barely)

Rudy has more leadership experience. He has a long track record of leading not the least of which was running the largest city in our nation.

Rudy was a DA obsessed with putting 95 year old mobsters in jail. he married his cousin, was a known racist, had an affar on his wife, AND cheated on his mistress, he is all over the board on social issues, and his record on 9/11 as mayor has been found to be mostly lies.

Hillary is a rhode scholar, founded the Childrens rights defense fund, has served as the a Senator from the state of NY for going on six years.

I would say that give Hillary the edge

Hillary has more experience in handling rape and harassment cases from women who were abused by BILL by trying to destroy their lives and credibility. She is also experienced at maintaining FBI files on enemies and dealing with shady individuals that give her money by buying both ends of cattle futures and giving her the sweet deal for political favors. She is also experienced in getting a job because her husband is governor. She also did a pretty good job in destroying the democrats in congress with her mindless universal healthcare. She will be better for the US than Hugo Chavez ever was for Venezeula because she will nationalize all industries that don't pay the democrats for the right to exist.

I think Rudy has a better record of leadership. I think Hilliary has more experience at lying to the American people.

I won't sit on a fence on this one but this is an interesting question. One person was in the White House and knows how the country is run and the other ran a small country during an unusually trying time in American history. (LOL, you could actually say that for both...). Each are extremely intelligent but...

I would Hillary is the most outspoken and confident of the two.
