Find an experienced adult to act as an advisor who can speak on your behalf with the principal, superintendent. and school board. That's step one. Once you get permission to start a team come on back and ask what comes next.

You could always take private lessons if there are any teachers in your area or if you already think that you can do good enough things, then find a parade coming up in your neighborhood. There are some forms to fill out normally and then you get to cheer in front of all those people. The best part about it is that you can make up your own routine. If you don't want to cheer alone, gather up friends and find a public place to cheer. You can also get sponsors who will pay some of your expenses like uniforms and stuff.

The key is to talk to your principal/ school board/ anyone who's going to listen that's in a position of power at your school and try to sway them into starting a team. But before you do all that, what you need to do is demonstrate that there's enough interest for your cheer team and that you are truly worth the investment they're going to put in (all programs cost money). So find your friends who are like-minded and get them and their parents interested.
Then find an adviser who's willing to help out with this thing. Then start by approaching the principal with just a small group. If that doesn't work, bring in the parents. If that doesn't work either, then get the school board involved.

go outside your home and cheerlead for your neighbours. Or you can cheer the cars coming by....Or see if you can cheer on a local bowling team....start a new fad up

Ask your principal about getting a cheerleading squad and all you need is a sponser and some money for the uniforms.

try to get a bunch of your friends to talk your principal into getting a squad. if u get enough people, he/she may consider it. if that doesnt work, try starting a squad with friends or people around your neighborhood. just make sure u have adult supervision. maybe try to find a former coach or cheerleader. =]
