I would say more than likely that would be Hitler.

Depends on who you ask. I'm sure most Jewish people think it was Hitler. Many russians would probably say Stalin, and if you lived way back in the day and were Chinese you probably would say Attila the Hun. It's all a matter of perspective.

Though if you want go by numbers Stalin was reportedly responsible for more than 40 millions deaths, I don't think even hitler had that many under his belt.
