Ahh wonderful question my dear friend! I believe also, as with all things, you must have balance.
Understanding the question is essential...not just on the surface, but we must look deeper. Then, when the answer comes, we are able to recognize it!

I think both - there has to be a balance. First you have to understand the reason of your quest (question) why is it that you must know- for you to understand the seeking of knowledge (answers).
They have to go hand in hand, for in finding answers, you will always find new questions to ask :)

If you don't really understand the question you will not be able to find the right answer, you would be seeking something you don't know your seeking.
It would be a never ending loop.

To understand the question many wars have been started due to this. Everybody can have a different answer for a question or if everybody understood the question they would the same answer.
