You can get a canned generic "shopping cart" system for not much. Things like that are sometimes even included for free in some hosting plans.

A site like bestbuy.com, however, due to customization and the volume it has to handle, will cost millions of dollars to develop.

Well it all depends on the size and what features you want to incorporate. I personally do freelance web design in my spare time and can tell you that if you want a site as big as BestBuy.com, it will cost quite a bit(They have a team of full time programmers that work on this), however if you just want a simple site with shopping cart capabilities and several items, you could probably get one made for a couple hunderd hundred if you hire someone.

The only recurring expenses you should experience are:

- The web host (server to host the site, usually charged monthly);
- If you want the site to be more secure some hosts charge extra for a https protocol to allow for a more secure shopping cart (again this is usually monthly on top of your hosting bill);
- Lastly your domain that you want to point to your online store (These are usually registered for one year intervals)

Hope this helps!

How complex are you talking? If you're talking about building them from scratch there books on that. If do a search on website design there's also a whole bunch of stuff there to. If you want simple stuff, that is there too.

Recreating either of those sites would be brutally expensive.

A storefront, however, can be very cheap. Begin with OS Commerce, which is free:

http://www.oscommerce.com

Then find a Web host for it. I prefer http://www.dreamhost.com which is very inexpensive and very powerful.

If you want help customizing OS Commerce or the like, there are plenty of people who will help you with that for free or a price at http://forums.oscommerce.com
