Hands on, definitely. In fact, the new Director at our laboratory recently shut down all the basic physics experiments at our lab explaining, "Basic research just means you don't know what you're doing". He then lined up all the researchers formerly on those projects and summarily fired those without callouses on their hands. The rest were reassigned to scrape rust off the girders of underpasses.
