You may have connected the wrong leads to the cpu or you have a bad connection at the bottom of it.Try again making sure that you have enough paste and that the connection is good

I'm not even going to ask why you felt a need to remove the processor, but if you were not statically discharged when you touched it, it is probably toast. Also, if it is not seated correctly in the socket, or if you bent a pin, then it still will not work. Are you sure that the number 1 pin went into the number 1 spot? Some processors have a locator pin and you must seat that correctly.

I hate it when people answer questions with questions but:
After you put the processor back in did you apply NEW thermal paste before putting the fan/heatsink back on?
Did you correctly match the corner arrows with the arrows on the motherboard, if there are any, because if you didn't then that means the cpu is incorrectly installed.
If the first question's answer is correct you probably fried your CPU. Thermal paste is relatively cheap though just as a note.

take it off again , look at it to make sure its not damaged in any way and put it back /make sure its tightly squeezed in and put thefan above it and tighten it up
boot again and see if it works
you might have to check the BIOS to make sure everything is properly defined.

ps: if you have no idea how to work with the bios then dont try it youll only make things worse.
my sujjestionto you is to take it to a repari shop.
i would also agree that not only the cpu is fried but also other parts . sorry

Processor's are very touchy. Static that you can not feel can destroy one. Verify that you have the pins lined up correctly and have not bent any.

u prbly fried it, or fried the motherboard. u will have to get a new processor, or motherboard. next time dont mess with stuff u know little about
