A lot of software applications have an equalizer to add bass to your music, but for everything else I am not sure. You can try Winamp for music. I use the bass settings on it alot with great results. But that doesnt really help if your looking for a bass boost to game sounds etc.

First of all you can use the sound card's program. Or get like a surround sound set with a subwoofer. You can also run the audio out to an external amp/equalizer before it goes to your pc speakers.

The small speakers normally used with computers are quite limited in the low frequency range. You will need either headphones or a subwoofer setup. The headphones would be cheaper, and you could turn the sound up without disturbing anyone else. (But not so loud as to damage your hearing, please.)

Umm... I dont think there is anyway unless there is an option in Volume Control. Your best bet is to get better speakers and a better sound card if you can.
