yes, but the problem of how it affects the individual is the amount of moisture (humidity) in the air. high temp and low humidity is more easily withstood since it allows the body sweat to evaporate readily, thus making the heat more tolerable. high humidity limits the amount of evaporation of sweat, and thus the heat tends to be much less tolerated as the sweat remains in a liquid state, which retains the heat.
a good example isa arizona and texas. in arizona, the humidity tends to be significantly lower and is thus more easily tolerated, while in texas, humidity is quite a bit higher and heat becomes less tolerable.

I guess it would depend on your nature and what temperatures you like and could stand. As for me, I think I'd have to opt for some shorts or a flowy skirt in that sort of heat, unless I had some linen pants.
