The reason I'm asking is because I'm having a discussion of which Bill is better as far as giving charity

As far as I know Bill Gates has never pardoned criminals that were his friends, or lied to us all on TV, or was impeached by the House of Representatives
Bill Gates has given millions, if not Billions to various charities and I know he has supported AIDS treatment and prevention in Africa for 1 thing.
By the Way, little ol; Michel Dell just opened a major children's hospital in Austin, which is world class

Your question is too vague to give a definitive answer. If you are asking, "Who's better' in terms of the amount of money they give away, Bill Gates is the hand-down winner.
However, "better" might constitute HOW that money is being used and who gets that money.
There is a controversy right now over the $150 million Gates and the Rockefeller Foundation gave to support efforts increasing productivity of small farms in Africa. The concept was that it would move tens of millions of people out of extreme poverty. But some experts claim the money threatens the biodiversity and security of Africa's food source, and will ultimately leave poor African farmers poorer.
I think it's just as important to direct charitable gifts in ways that are appropriate, fair and well planned. To simply throw money at something is often unproductive. -RKO- 07/07/07

as far as charity work I would have to say Bill Clinton, regardless what happened during his time in the White House, he apologized and people still love him, if not more. Plus, he has way more contacts on Capital Hill, Congress, etc, which may be very necessary when dealing with various charities that deal with major worldwide situations - (i.e. AIDS crisis in Africa, Darfur). I would have to say Clinton, yes Gates is the #2 wealthiest man (yes, he's been bumped by another man now) is better with charity work.
