The answer to " how do you stop the rain from falling down " is you can't , I think that would be the best answer for a question like that.

get a whole lot of buckets to cover the world...they will fall down but not all the way down to the ground....but if the rain continues to fall u can stand under my "umbrella ella ella ay ay.".:D

In my opinion, you should erase all the oceans, sees and water from earth so that they wont evaporate and appear in the clouds.
