If you go to Cooperstown, you'll quickly realize there are two "parts"
(1) the Hall of Fame
(2) the museum

Roughly speaking the Hall is basically just the plaques and is about 1/10th the size of the museum. The Museum is where all the cool, fun stuff is including "Who's on First".

Although banned from the Hall, you will also see some of Pete Rose's accomplishments given their proper due.

For those that haven't visited the HOF website recently, they just did a major overhaul a couple days ago.

There are a variety of people in the baseball Hall of Fame who never played, including umpires, excutives. The following links lead to the Hall of Fame's sections for "Executive/Pioneer," "Umpire," and "Manager." While I don't know if any of the named executives or umpires played, quite a few of the managers (though not all) were also players.

Writers and broadcasters are not elected to the Hall of Fame per se, but they are honored with awards - the J.G. Taylor Spink Award for writers and the Ford C. Frick Award for broadcasters.

Although Abbott and Costello are often said to be Hall of Fame members, this isn't actually true.

There are quite a few broadcasters, owners, and others who have not played. I think the answer you are looking for is Bud Abbott and Lou Costello, thanks to the classic "Who's on First" routine.
