If an employee gets shot by a robber at a small mom&pop market, what happens? If the owner of the store doesn't have any insurance. Who pays for employee's injury? What if he/she dies? Can the employee or employee's family sue the owner of the store?

Any workplace without insurance is breaking the law.

Being shot or ijured on any way at work is covered by law. You have the same rights as if you were injured doing your job or injured by steping on a wet floor.

Call your local labour bureau to know all your rights; they consultation is free and they can even give you written documentation.

look up California worker's compensation law. It may be that the market is too small to be required to carry worker's comp, in which case the worker is probably S.O.L. since the market doesn't make any significant money compared to the likely medical bills.
