If it is a CRT:
Look for sources of magnetic interference. Fans, lights, speakers, power bricks.

Make sure the refresh rate is at least 75Hz.


If it is an LCD:
Make sure that the desktop resolution matches monitor's native resolution.
Open up Notepad, maximize it and fill the screen with H characters. Then hit the auto setup button on the monitor.

Sounds like somethingbon the left side is doing a refresh. The jitter is caused by the refresh rate geting in sync with the ambient light. Try going into properties and setting the refresh rate to 72. If this is not a cure, there could be a problem in the color switching in the memory of your video card. You can try to change the background colors to see if this helps.

Probably because there is something near to the monitor that is causing interference and you only notice this on the internet. I have seen this with cell phones.
