As noted, the numbers indicated either the current pitchers in the game or the decision pitchers (if the game is ended). If you buy a scorecard at the game, somewhere there usually is a complete list of pitchers and uni numbers per team for the home, or both, leagues, so you can follow along while also enjoying the game you're actually at.

If you buy a scorecard at the stadium, it lists the numbers of the pitchers for each major league team. That number shown ahead of the team (city) name is the number of the pitcher that is going to start.
Some stadiums adjust the number up-to-the-moment with pitching changes. When the game is completed, the final number shown is that of the winning and losing pitchers.
