Corset (with attached garters), panties, stockings, heels and a mini skirt.
Make it a panty with some coverage, a g-string will leave more haning out than people at the party want to see. Panties weren't made to hold all that he has to tuck in, that is bad enough.
If you don't have a corset, go for a french maid look and make him serve food at the party.

Tell your bf to enjoy his life out of the closet. There's nothing wrong with being gay, he was probably born that way. You should accept him and embrace his secret desire to cross-dress. Don't think he lost that bet by accident...the bet was probably his idea anyway. He was just looking for an excuse to dress like a girl.
Maybe he can find a nice guy and settle down. I'm sure he would be able to dress himself flawlessly...most cross-dressers have great taste in fashion. Just let him decide.
He probably already has a "drag" name picked out also, so just leave it up to him. I'm sure you'll be impressed at how natural and happy it feels to finally be able to dress like he wants and not be hated for it.
