what is the diagnosis if my 4WD locking hub won't return to the 'free' position?

It's stuck.

ADDED:
It may simply be torque locked.
1)Drive forward 15 feet or so in a straight line with the transfer case in 2H.
2) Drive backward the same distance.
3) Place the transmission in neutral.
Set the parking brake. and try unlocking it again.

May have to disassemble. Likely the grease has dried or a little moisture has entered.
