When your car is idling, it consumes a little bit of fuel...the rev is about 700rpm...

When you are coasting downhill, foot off pedal, gears engaged.. the engine rev will be much higher than 700rpm...

is the fuel consumption during those moments higher since the engine rev is higher.....? but your foot is off the pedal....

On a modern fuel injected engine when you take your foot off the gas there is just enough fuel going through the injectors to sustain engine idling, going downhill the engine speed is greater because of the hill, fuel consumption will be the same as if the car was stopped and idling.

No.
The TPS regulates fuel flow. There is the same amount of fuel being delivered at an idle as coasting in gear.
The engine acts like a compressor, slowing the vehicle.
