This sunday they expect nice warm weather, but the rest of the week they expect a lot of rain (like the last few weeks). So don't forget your raingoat and shoes instead of sandals.

You can always wear sandals in Amsterdam.
The streets are hard covered and fairly smooth, so you will not need hiking boots.
Besides, sandals are best in rainy conditions, as long as you do not wear socks.
The most sensible way of dressing for rainy weather I have ever seen was short shorts, and a long rain jacket above sandals. (I suppose she wore a top too, but as I have never seen her without the jacket I am not sure.) You could not even see the shorts.
Nothing to get wet, nothing to wash either.
Weather forecasts are not too good, but be optimistic, bring the clothes that you feel lucky in.

Of course you can. You can wear sandals at any time of the year in Amsterdam. All of the streets, for more than 200 years have been 'paved', so the chance of having to wade through mud to get from 'A' to 'B' now are extremely rare.
I really don't know why such a question should be asked.

Right now (sunday morning, 9am local time) Amsterdam is sunny and promising to be a nice and warm day.
Weather forecasts indicate the rest of the week will probably be wet, and unstable.
Sandals can be worn, sure. Just don`t put on socks as well.
And, why would you get covered in mud?
Don`t they know pavement where you live?

Yes it's warm right now and you can wear your sandals. Don't worry about the mud and dirt... Amsterdam is not a farm.
