if you were to go to the junk yard and get parts from previous mitsubishi's that had turbos such as the eclipse, evos, talons or 3000gt's you might be able to piece together a turbo setup for under 2 grand, but if you dont have that knowledge and mean buyin it from someone, you will not find a turbo kit for 2000 sorry. I would personally just buy a couple year old evo that is already turbocharged, let mitsubishi's millions of dollars of research and developement do the testing not your pocket book. Yes - although it's not easy. I would stay away from the no-name turbos on eBay - while cheap, they're often absolutely horrible quality. Start with a good used turbo instead, maybe one from an Eclipse owner who's moved up to something bigger. You may be able to pick up a turbo manifold somewhere, or might need to weld up an adapter.
I'd recommend starting with a few books on turbos, like Street Turbocharging and Maximum Boost. These should get you pointed in the right direction.

i think you are making a BIG mistake, first you will void your warranty, second just putting a turbo on is not going to give you the results you want, the computer, exhaust, intercooler etc need to be changed/added.
