Get some rubbing compound/polish from the auto store and buff it out. Apply wax when finished. If they don't come out you will need to see a detailer or auto body shop.

just sand the whole bumper down until you feel the scratches are gone and then you use a finer sandpaper and sand until all scratches are gone then wax it
