Well, there are lots of different kinds of turtles and no one can begin to tell you how to care for it or what to feed it until you identify what kind it is. Water turtles need large water habitats, basking lights with temperatures close to 100F, a UVB bulb on for 12 hours a day to replace the sunlight, a place to crawl out of the water, and depending on age, a variety of insects, fish and vegetable matter. Land turtles need dry cages, usually at least 4foot by 2 foot for small tortoises, with a shallow pond to soak and drink, a basking bulb as well, a UVB, and vegetable and maybe protein diet depending on species.
Also, realize some species are proetected and it is illegal to own them. You can check out these websites for more info:

Not sure where you are located, but here it is very much illegal to catch and keep a wild turtle. I'd advise you to contact your local DNR to see about what type of turtle you've found,a nd to see what requirements they have to buy a license to catch and possibly keep said turtle.

get some earth worms. cut up some cabbage and carrots and lettuce or any other vegtable and mix it in with the worms. if your near a pets store, buy some turtle food, get a big bowl of water for it to swim in. Buy some rocks and maybe a heat lamp. you may want to watch the turtle, research it and find out what type it is to take better care of it.

You can feed it vegetables, I had a box turtle once and they really seem to like tomatoes. But it would also probably be best to set it free.
